William C. Biggs

Edward J. Hlopak
Mr. Hlopak has more than 25 years of successful experience achieved in
Business Development, Project Development and Management associated with
(EPC) Engineering, Procurement and Construction, and (IPP) Independent
Power Producer, development of domestic and international power generation
facilities. His experience includes land-sited and barge-mounted power
facilities, utilizing gas turbine and diesel engine prime movers, with
ranges up to 1800 MW and $2 billion. Hlopak utilized his education and
operating experience with nuclear power plants to negotiate the first-ever
nuclear technology agreement between the USA and a Japanese engineering
firm. He negotiated and developed numerous power projects in the USA, EU,
West Africa, Bangladesh and India.
Hlopak has extensive IPP development and owners engineer experience with
grass- root facilities, where is specific responsibilities included site
and operating permits, power purchase agreements, fuel contracts EPC and
other commercial contracts including asset sell downs, technical and
commercial due diligence and restructuring of at-risk projects. Hlopak's
managerial experience encompasses full P&L responsibility, as the president
of a high tech electronics design and assembly company; commercial
responsibility as a Director of Destec's (Dynegy) business activities in
central USA; Business Development as the Manager Business Development at
Stone & Webster and also at Ebasco. He also held senior project management
positions with Destec, Visitech and Stone & Webster.
Hlopak is a graduate of the US Naval Academy with a Bachelor of Science
Degree and completed his MBA at Babson College. He retired from the Navy
with a permanent rank of Captain from the US Naval Reserves. He is a member
of the Society of American Military Engineers and is a Registered Professional
Engineer in the State of Pennsylvania.

Esteban (Steve) Cantu
Mr. Cantu has 23 years of experience in the oil and gas and energy markets
in Mexico, Central and South America for International ESCO and Eagle Energy
De Mexico. Cantu has been responsible for sales within Latin America for
engines, compressors, pumps and power generation systems and for all spare
parts and field service operations. Cantu provided direct assistance to the
Mexican Government in the privatization of electricity in Mexico and
subsequently for the development of 650 MW's of electricity in the private
sector.
He was responsible, as the Vice President of International Business development
for Eagle Energy expanding markets in Mexico's Municipal solid waste to energy
processing and management, water treatment, cogeneration and power transmission
systems. During this time he was instrumental in obtaining the first privately
owned MSW Municipal Solid Waste Concession with the City of Guadalajara, Mexico.
This 15 year concession will continue until the year 2011.
Mr. Cantu holds a Bachelor of Science in Mechanical and Industrial Engineering
from UANL in Monterrey. Proir to moving to the USA Cantu served as teacher in
the University of Nuevo Leon for two years. He is a member of the Association
of Petroleum Engineers in Mexico and the Houston Engineering & Scientific
Society (HESS) in Houston.

Lawrence Chertoff
Mr. Chertoff has over 30 years experience in the public sector and in
the industrial markets providing technical, marketing, environmental
issues concerning Municipal Solid Waste, industrial waste and water
treatment systems. Chertoff worked for the City of New York with
responsibility for the development of waste recycling for waste to
energy conversions and for waste reduction at landfills. These activities
lead Chertoff to the position of Deputy Director of the N.Y.C. Energy
Office and then a number of key positions with the (EPA) Environmental
Protection Administration. He also served as a member of the Board of
Standardization within the Department of Government Services with
responsibility for the establishment of the New York State and Federal
EPA procurement of recycled products.
Chertoff's activities shifted to the private sector where he served as a Vice
President for Business Development for Technochem Environmental Systems. He
was directly responsible for public and private sector proposal development,
sales and operating contracts. Chertoff has also served as the Director of
Environmental Services for Eagle Energy with specific responsibility for
Eagle's waste to energy projects and for Severn-Trent Water Int'l where he
was a consultant and he was instrumental in bringing the Italian rotary kiln
technology to the USA.
Chertoff holds a Master of Arts Degree in Economics, with Public Regulation
concentration and is an Adjunct Professor at NYU for Environmental Affairs
and Public Administration
